The Electronic Waste Tracking System (eANV)
The electronic waste tracking system (eANV) is a mandatory procedure for the documentation of waste for traceable waste, i.e., generally hazardous waste. It serves to track the path of waste from its origin to disposal. The procedure has been in force since April 1, 2010, and obliges (almost) all parties involved (i.e., almost all producers, owners, transporters, collectors, and disposers of hazardous waste, as well as the competent authorities) to keep their records electronically, sign them digitally, and transmit them.
The legal basis is the Waste Documentation Regulation (NachwV). The electronic waste tracking system includes all documents for tracking and control of waste, such as the electronic waste disposal certificate and the electronic consignment note.
The Electronic Waste Disposal Certificate
The electronic waste disposal certificate serves as proof of the permissibility of the intended disposal of traceable waste in a waste disposal plant. The disposal certificate serves for the prior control of the disposal of hazardous waste. Those who produce, collect, transport and/or dispose of hazardous waste are obliged to provide proof. Proof of the disposal carried out, ultimately the individual waste transports, is provided by means of so-called consignment notes.
The Electronic Consignment Note
The electronic Consignment Note serves as proof of the disposal carried out of traceable waste and the control of its whereabouts. It can be regarded as the "identity card" of a single waste batch and accompanies the traceable waste on its way from the producer to the disposer. The following information is documented:
- the type and quantity of the waste,
- who produced it,
- who transported it,
- and who disposed of it.
